Regulation (EC) 1223/2009 · UK Cosmetics Regulation
No cosmetic can be sold in the EU or the UK without a Responsible Person established there. We put our name and address on your label, keep your Product Information File and answer the authorities — so your perfumes, skincare and makeup can go on sale.

Who needs it
Article 4 of Regulation (EC) 1223/2009 says every cosmetic placed on the EU market must have a Responsible Person established in the EU. The UK has the same rule under its own law. Without one, marketplaces remove your listings and customs can hold your goods.

What we do
LABEL
Our details for your label and listings, as required by Art. 19(1)(a). Separate EU and UK addresses when you sell in both.
PIF
We hold your PIF at our address and keep it available to authorities for 10 years after the last batch, as required by Art. 11.
CPNP · SCPN
We can notify each product on the EU portal (CPNP, Art. 13) and the UK portal (SCPN) before it goes on sale — or you file them yourself.
REVIEW
We review your safety report (CPSR), labelling and PIF before our name goes on a product. Anything missing is listed clearly, product by product.
AUTHORITIES
We receive requests from market surveillance authorities, supply the documents and forward everything to you on the same business day (Art. 5).
VIGILANCE
If a consumer has a serious reaction, we report it to the competent authority as required by Art. 23 and coordinate the response with you.

Questions
Yes. Since Brexit the UK requires a Responsible Person established in Great Britain and its own notification (SCPN). Our UK company, REP27 LTD, covers this; choose "EU + UK" to have both at a combined price.
Yes. You receive our name and address right after the agreement, so packaging can go to print. No product may be sold with our name until its CPSR and PIF are complete and we have approved them.
No. The CPSR must be signed by a qualified safety assessor, and it stays your document. We review it together with the PIF and the label before accepting the product.
Per product (formula). The same formula in different sizes counts once. Shades or scents with a different formula count as separate products.
Yes. You enter our name and address in the Responsible Person field of your listings for the EU and, separately, for the UK.
The appointment is effective from the agreement. Each product can be sold once its CPSR and PIF are approved and it has been notified on the CPNP (and SCPN for the UK).
Yes, for Cosmetics 5 and Cosmetics 20. Larger ranges are billed yearly, with instalments available on request.
The legal or natural person established in the EU (or in Great Britain for the UK) who is answerable for each cosmetic's compliance under Article 4 of Regulation (EC) 1223/2009. Their name and address must appear on the pack, and authorities contact them first.
No. One Responsible Person established in any member state covers all 27. What changes by country is the language of certain label information.
For imported products the importer is the Responsible Person by default, unless another person is appointed in writing and accepts. Many brands appoint an independent one so the role does not depend on a single importer.
Yes. A distributor who sells a product under its own name or trademark, or changes it in a way that affects compliance, takes on the Responsible Person's duties for that product.
A description of the product, the Cosmetic Product Safety Report, the manufacturing method and a statement of Good Manufacturing Practice, proof of any claimed effect, and data on any animal testing. It must be kept for 10 years after the last batch is placed on the market.
Product category and name, the Responsible Person, country of origin, the first member state of sale, the frame or exact formulation, nanomaterials and CMR substances if any, and a photo of the label and packaging. It is filed before the product is placed on the market.
It is a separate portal run by the Office for Product Safety and Standards, with similar content, and it must name a Responsible Person established in Great Britain.
Northern Ireland follows the EU cosmetics rules, so products sold there need an EU Responsible Person and a CPNP notification.
Norway, Iceland and Liechtenstein apply the EU regulation, so the EU appointment covers them. Switzerland has its own rules and is not covered by this service.
Yes. Nanomaterials other than colourants, preservatives and UV filters listed in the Annexes must be notified six months before the product is placed on the market. Tell us early so the timing is planned.
Each member state decides the language for the nominal content, durability, precautions and function. The ingredient list uses INCI names, which are the same everywhere. We tell you which languages each country requires.
Yes. Handing out samples or testers to consumers, including at trade fairs, is placing on the market, so the Responsible Person must be in place and the product notified.
We check claims against the common criteria of Regulation (EU) 655/2013 as part of the label review and flag anything that could turn a cosmetic into a medicine. Legal opinions on disputed claims are available separately.
Products or ingredients tested on animals to meet the cosmetics rules cannot be placed on the EU market. Tell us about any testing and we will review it before accepting the product.
The PIF must contain a statement of Good Manufacturing Practice. Following ISO 22716 is the usual way to show it.
Usually not: products whose main purpose is to kill germs or repel insects are biocides and follow Regulation (EU) 528/2012. We tell you before you sign if a product falls outside the cosmetics rules.
Yes. Every distinct formula is a product. Several sizes of the same formula count once.
Yes. You send the new product's CPSR, PIF and label; we review and notify it. If you move above your plan's limit, you pay only the difference for the rest of the year.
We list exactly what is missing and why. The product cannot go on sale with our name until it is fixed; the other products are not affected.
No. We are your Responsible Person only. We do not buy, store or ship goods and we are not the importer of record at customs.
Yes. We take over the PIF, update the CPNP and SCPN notifications and give you the new label details. We explain how to handle stock already printed with the old address.
The agreement sets how the PIF and notifications are handed over to your next Responsible Person. Products with our name cannot be placed on the market after the end date.
Yes. The brand that sells the product under its own name is treated as the manufacturer; the factory's details stay in the PIF.

No. It can be a legal or a natural person, as long as it is established in the EU (or in Great Britain for the UK) and accepts the role in writing.
The Responsible Person must ensure compliance and take corrective action, including withdrawal or recall. The safety assessment itself stays with the qualified assessor who signs it. The agreement sets how duties are shared between you and us.
Yes. There is no size or volume exemption: a single jar sold to an EU or UK consumer needs a Responsible Person, a safety report and a notification.
Yes, when their purpose is cleaning, perfuming or caring for the body, teeth or mouth. Toothpastes and mouthwashes are cosmetics unless they make medicinal claims.
No. They are not applied to the body, so they fall under the General Product Safety Regulation and chemical labelling rules. Our GPSR Responsible Person service covers them.
No. The cosmetics rules cover human use only. Pet care products fall under general product safety or, with antiparasitic claims, under biocides.
Tattoo inks are not cosmetics: they follow the REACH restriction. Products applied to nails by professionals are cosmetics and need a Responsible Person like any other.
Part A holds the safety information: composition, stability, microbiological quality, impurities, packaging, exposure and the toxicological profile of the ingredients. Part B is the assessor's conclusion, warnings, reasoning and qualifications.
A safety assessor holding a university qualification in pharmacy, toxicology, medicine or a similar discipline, or an equivalent recognised course, as required by Article 10.
Usually only in part. The EU report must follow the structure of Annex I and be signed by a qualified assessor; foreign reports often need new sections before they can be accepted.
The UK uses the same structure, so an EU report is often the base for the UK one. It must still meet the UK regulation and name the UK Responsible Person.
Regulation (EU) 2023/1545 adds many fragrance allergens that must be listed on the label above set concentrations. New products placed on the market from 31 July 2026 must comply; products already on the market have until 31 July 2028.
For 10 years after the last batch of the product was placed on the market, at the address of the Responsible Person shown on the label.
When the minimum durability is more than 30 months, the label shows the open jar symbol with the number of months the product stays safe after opening.
Yes, for imported cosmetics the country of origin must be shown.
Free-from claims are allowed only when they are not misleading and do not denigrate legal ingredients, under the common criteria for claims. We flag the risky ones during the label review.
Yes. Each unit must carry a batch number or a reference that identifies the manufacturing batch, so products can be traced and recalled.
Some information can go on an enclosed leaflet, label, tape or card, with a symbol on the pack pointing to it. The Responsible Person, nominal content and durability still need to be on the container or packaging.
Yes. Amazon asks for the Responsible Person in each marketplace, and the product must be notified before it is stored in a European or UK warehouse for sale.
Ireland and Malta accept English for the label information that depends on language.
Yes. Customs can hold goods without a Responsible Person on the label or without a notification, and release them only once compliance is shown.
Yes, if the products are placed on the market in the EU or UK. Professional use does not remove the obligations.
Prices exclude VAT. There is no VAT for customers outside the EU; for customers in the EU, VAT is added at payment where due.
You can pay in euros or in US dollars, pounds, Canadian, Australian or New Zealand dollars, Swiss francs, Czech crowns, yen or Norwegian crowns, at the ECB rate of the day. Customers in the EU who pay VAT pay in euros.
No. Cosmetics 5 and Cosmetics 20 have no setup fee; larger ranges get a tailored agreement.
