The order of events

Enforcement usually starts with a request for information, escalates to corrective measures, and only then reaches penalties. Each step costs time, and the product is generally unsellable throughout.

Responding quickly at the first step is what keeps the matter small, which is the practical reason for having a reachable operator inside the Union.

Withdrawal and recall

Authorities can require a product to be withdrawn from the market or recalled from consumers. A recall means contacting buyers, and the cost of that dwarfs any administrative fine.

Penalties are national

The regulation leaves the level of fines to each member state, so the ceiling depends on where the enforcement happens rather than on a single European figure.

No, and no one should claim otherwise. It means requests reach someone who answers, which is what keeps a routine query from escalating.
