Manufacturers outside the Union placing construction products covered by a harmonised standard on the EU market.

Applies where a harmonised technical specification exists for the product.

What must appear on the label

CE marking with the declaration of performance reference, manufacturer and representative details, unique product type identifier and declared performance values.

Marketplace fields

Trade distributors require the declaration of performance before purchase.

Documentation you must hold

Declaration of performance, technical documentation, factory production control records, and the assessment and verification of constancy of performance file.

Standards and testing

Per the applicable harmonised standard, with notified body involvement in most systems above system 4.

Language requirements

Declaration of performance in the language required by each member state where the product is made available.

When it applies

Before placing on the market. The new Regulation entered into force in January 2025 with a long transition.

How long records are kept

10 years.

What happens if you do not comply

Prohibition of sale, and liability in construction defect claims.

Who enforces it

National market surveillance authorities for construction products.

Where the boundary lies

This regime declares performance rather than safety, which is a different logic from GPSR. Products without a harmonised standard can use a European Technical Assessment instead.
