Who has to appoint one

Manufacturers outside the Union placing ventilation and air handling equipment on the EU market. Residential units carry an energy label and require EPREL registration; non-residential units follow ecodesign requirements without a label.

Thresholds and exemptions

The ecodesign Regulation distinguishes residential units at or below 1000 m³/h from non-residential units above, with different requirements for each.

What must appear on the label

CE marking, manufacturer and EU representative details, model and serial number, rated data, the WEEE symbol, and for residential units the energy label with the class and the EPREL QR code plus the product information sheet.

Marketplace fields

Marketplaces and distributors require the EPREL registration for labelled units, and the label must appear in online listings and in advertising that shows price or energy information.

Documentation you must hold

EU declaration of conformity, technical file, electrical and EMC test reports, ecodesign compliance documentation with the specific energy consumption calculation, EPREL registration, and WEEE and packaging registrations.

Standards and testing

EN 13141 series for performance testing of residential ventilation, EN 13053 for air handling units, EN 1886 for casing performance, and ISO 16890 for filter classification, which replaced EN 779.

Language requirements

Installation, commissioning and maintenance instructions in the language of each member state, including the filter replacement intervals.

When it applies

EPREL registration before the first unit is placed on the market.

How long records are kept

Ten years for technical documentation and fifteen for EPREL data.

What happens if you do not comply

Withdrawal, marketplace removal for missing EPREL, and fines. Overstated efficiency and filtration claims are checked and have led to enforcement.

Who enforces it

Market surveillance authorities, energy agencies and WEEE registers.

Where the boundary lies

Filter classification changed with ISO 16890, and marketing that still uses EN 779 classes such as F7 without the ISO equivalent is misleading. Units marketed as air purifiers making antimicrobial claims cross into the biocidal regime.

Questions we are asked

Is EPREL needed for a commercial air handling unit?
Non-residential units follow ecodesign but are not labelled, so EPREL applies to residential units. Check the airflow threshold.
Can we claim HEPA filtration?
Only with EN 1822 or ISO 29463 classification evidence for the filter as installed, not for the media alone.
