Who has to appoint one
Manufacturers outside the Union placing windows, doors and entrance systems on the EU market. Windows and doors covered by the harmonised standard need a declaration of performance; powered doors and gates are also machinery with their own conformity route.
Thresholds and exemptions
None. The harmonised standard covers windows and pedestrian doorsets, and powered products fall under the machinery rules regardless of size.
What must appear on the label
CE marking with the declaration of performance reference, manufacturer and EU representative details, and the declared performance characteristics including thermal transmittance, water tightness, air permeability and wind load resistance. Powered doors carry the machinery marking as well.
Marketplace fields
Specifiers and building control require the declaration of performance, and national building regulations set minimum values that differ between member states.
Documentation you must hold
Declaration of performance, technical documentation, initial type testing, factory production control records, and for powered doors the machinery risk assessment and declaration of conformity.
Standards and testing
EN 14351-1 for windows and pedestrian doorsets, EN 13241 for industrial and garage doors, EN 16005 for power-operated pedestrian doorsets covering safety in use, and thermal transmittance measurement or calculation.
Language requirements
The declaration of performance and the installation and maintenance instructions in the language required by the member state where the product is made available.
When it applies
Before placing on the market. Powered doors additionally require commissioning checks and periodic inspection under national rules.
How long records are kept
Ten years.
What happens if you do not comply
Prohibition of sale, refusal by building control, and liability in construction defect claims. Powered doors that trap users are a recurring injury source with criminal exposure.
Who enforces it
Market surveillance authorities, building control, labour inspectorates for powered doors and notified bodies.
Where the boundary lies
A door can be a construction product declaring performance and a machine declaring conformity at the same time, and the two documents are different and both required. Fire doors add a third layer with certification and installation dependencies.

- For the window or door as a construction product, a declaration of performance. For the powered mechanism, a declaration of conformity under the machinery rules. Powered doorsets need both.
- Are fire doors different?
- Yes. Fire resistance is a declared performance requiring certification, and installation affects the performance, so the installer's documentation matters as much as the manufacturer's.
