eBay applies the same rule as every other marketplace and applies it per site: without an economic operator established in the Union, your offer stops being purchasable on eBay.de, .fr, .it, .es, .ie and .nl. British sellers meet it hardest, because the address that worked until 2020 is now a third-country address and the country dropdown will not accept it. Two of these fields are the ones sellers get wrong. The manufacturer field wants a legal entity, not a brand, and the responsible person field wants a street address in a Member State, not an email and not a warehouse.
The operator must be established in the Union, not in each country you sell to. That is the single most useful fact on this page: a seller listing on six eBay sites needs one appointment, not six.

Reinstatement is fast once valid details are saved, usually within hours. What is not restored is the position the listing held: a suppressed offer loses its ranking and its momentum, and eBay does not compensate that.
This is the gap that turns a solved problem into an unsolved one. The platform is checking a database field. An inspector is holding your parcel.

Sellers judge this by the hours the offer was down. The expensive part is what does not come back on its own.

Not the United Kingdom, not Switzerland, not Norway. eBay validates it and rejects the rest.
A brand name in that field is the second most common cause of a rejected submission.
German text on eBay.de, French on eBay.fr. English everywhere is treated as no warning at all.
A batch or serial code, even a simple date lot. Without it a recall takes the entire reference.
The listing and the packaging must name the same operator. Divergence is what turns a routine inspection into a file.

Listing on eBay.co.uk and eBay.de for years, address in Manchester, blocked overnight on the German site. The fix is an EU operator; nothing about the UK listings changes.

eBay places the details in a dedicated compliance section of the listing, not in your description. What matters legally is that they also appear on the product itself.
