Who has to appoint one

Manufacturers and integrators outside the Union placing displays and signage systems on the EU market. Displays within the scope of the ecodesign and labelling rules must be registered in EPREL before the first unit is placed on the market, and the label must appear in advertising and in online listings.

Thresholds and exemptions

The display ecodesign and labelling rules apply to electronic displays within defined size and resolution ranges, with exclusions for certain professional and broadcast equipment. Outdoor LED signage is generally outside the labelling scope but remains subject to the electrical rules.

What must appear on the label

CE marking, manufacturer and EU representative details, model identifier, rated power, the WEEE symbol, and for displays in scope the energy label with the class and QR code and the product information sheet.

Marketplace fields

Online listings of displays in scope must show the energy label and the class, and marketplaces refuse listings without an EPREL registration number. Professional signage is usually sold through integrators, where the buyer's own compliance team asks for the declaration of conformity.

Documentation you must hold

EU declaration of conformity, technical file, electrical and photobiological test reports, ecodesign compliance documentation including power consumption in on, standby and networked standby modes, EPREL registration, and WEEE and packaging registrations. Where cameras or sensors measure audience, the Article 30 record and the Article 27 designation.

Standards and testing

EN IEC 62368-1 for safety, EN 55032 and EN 55035 for EMC, IEC 62471 for photobiological safety of high-brightness LEDs, and the measurement methods in the ecodesign Regulation for power consumption and, where applicable, the horizontal viewing angle and reflectance requirements.

Language requirements

Instructions, installation and safety information in the language of each member state where the display is placed on the market or installed.

When it applies

EPREL registration before the first unit is placed on the market. Ecodesign requirements have applied since March 2021 with tightening tiers, and the CRA applies to connected signage from December 2027.

How long records are kept

Ten years for the technical documentation and fifteen for the EPREL data.

What happens if you do not comply

Withdrawal, marketplace removal for missing EPREL, and fines. High-brightness outdoor signage additionally faces national and municipal rules on light pollution and driver distraction that operate independently of product law.

Who enforces it

Market surveillance authorities, energy agencies for EPREL and labelling, WEEE registers, and data protection authorities where audience measurement processes personal data.

Where the boundary lies

Digital signage with a camera that counts or profiles viewers processes personal data, and several data protection authorities have acted against audience analytics in retail and transport. The hardware obligations and the data obligations are separate, and the second is usually the one the integrator overlooks.

Questions we are asked

Does outdoor LED signage need an energy label?
Generally not, since the labelling Regulation targets defined categories of electronic displays, but the electrical, EMC, WEEE and packaging obligations still apply.
Do we need a GDPR representative for audience measurement?
If the system processes data about identifiable people in the Union and you are established outside it, yes. Even anonymous counting must be assessed, because the raw images usually are personal data before aggregation.
