Who has to appoint one
Manufacturers and sellers outside the Union placing decorative lighting on the EU market. The category is seasonal, high volume and low value, which is exactly the profile authorities target with coordinated pre-Christmas sweeps.
Thresholds and exemptions
None. Battery-operated sets add battery producer registration in each country of sale.
What must appear on the label
CE marking, manufacturer and EU representative details, model and batch identification, rated voltage and power, the indoor or outdoor use marking with the IP rating, the WEEE symbol, and the warning against connecting more than the specified number of sets.
Marketplace fields
Marketplaces remove sets without CE marking visible in the images, and customs seizes large volumes every autumn. Sets sold as outdoor without an adequate IP rating are a recurring finding.
Documentation you must hold
EU declaration of conformity, technical file with insulation, temperature rise and mechanical strength test reports, RoHS declarations, and WEEE, battery and packaging registrations.
Standards and testing
EN IEC 60598-2-20 for lighting chains, covering insulation, cord anchorage, temperature and ingress protection, plus EMC testing and RoHS analysis.
Language requirements
Installation and safety warnings in the language of each member state of sale.
When it applies
Documentation before the first unit is placed on the market, and EPR registration before the first shipment into each country, which for a seasonal category means well before the buying window.
How long records are kept
Ten years.
What happens if you do not comply
Customs seizure at the border, withdrawal, Safety Gate alerts and marketplace removal. Fires caused by decorative lighting attract media attention and follow-up enforcement.

Where the boundary lies
Sets marketed for outdoor use need the appropriate IP rating and a suitable transformer, and the most common failure is an indoor set relabelled for outdoor sale. Battery-operated sets are still electrical equipment for WEEE purposes.
