Who has to appoint one

Manufacturers of substances outside the Union that wish to relieve their EU importers of registration duties, and anyone placing chemicals on the EU market above one tonne per year.

Thresholds and exemptions

Registration from one tonne per year per legal entity. CLP labelling applies at any quantity.

What must appear on the label

CLP pictograms, signal word, hazard and precautionary statements, product identifiers, and the supplier's name, address and telephone number within the Union.

Marketplace fields

Chemical distributors require the registration number and a compliant safety data sheet before listing.

Documentation you must hold

REACH registration dossier, chemical safety report above ten tonnes, safety data sheets in each language, and poison centre notifications for hazardous mixtures.

Standards and testing

Physicochemical, toxicological and ecotoxicological testing according to the tonnage band.

Language requirements

Safety data sheets and labels in the official language of each member state where the substance is placed on the market.

When it applies

Registration before import. There is no grace period once the tonnage threshold is crossed.

How long records are kept

10 years after the last manufacture, import or supply.

What happens if you do not comply

Import blocked at customs, enforcement orders and fines. Registration costs are substantial and are not avoidable.

Who enforces it

ECHA and national enforcement authorities.

Where the boundary lies

The only representative role carries the full registrant liability and requires technical capacity. It is not a mailbox function and we do not offer it.

Yes, and many do. The only representative exists so that the non-EU manufacturer can carry the burden centrally instead.
