Who has to appoint one
Manufacturers and sellers outside the Union placing baby carriers and slings on the EU market. Handmade and small-batch woven wraps are fully in scope, and the artisan segment is where most non-compliance is found.
Thresholds and exemptions
None. The risk profile — suffocation and falls for infants — means enforcement does not scale with volume.
What must appear on the label
Manufacturer and responsible person details with an EU address, batch identification, the weight and age range, and the warnings required by the standard including the positioning warning about the infant's airway.
Marketplace fields
Marketplaces check the responsible person and the presence of the airway positioning warning, which is the single most important safety instruction in this category.
Documentation you must hold
Technical documentation, risk analysis covering falls, suffocation and hip positioning, test reports, and REACH evidence for dyes and buckles.
Standards and testing
EN 13209-1 for framed carriers and EN 13209-2 for soft carriers, covering strength, buckle security and the leg opening dimensions, plus EN 16890 principles where a sleeping surface is involved.
Language requirements
Warnings and instructions in the language of each member state of sale, with the positioning warnings prominent rather than in a folded leaflet.
When it applies
Before the product is made available.
How long records are kept
Ten years.
What happens if you do not comply
Recall and Safety Gate alerts. Infant deaths in slings have driven both regulatory attention and voluntary standards stricter than the legal minimum.
Who enforces it
National market surveillance authorities and customs.
Where the boundary lies
A carrier that converts to a car seat adapter brings vehicle type approval into play for that component. And a hammock-style sling with a sleeping function can be assessed against sleep product requirements rather than carrier ones.
Questions we are asked
- Do handmade wraps need testing?
- Yes. There is no artisan exemption, and the strength and slippage tests are precisely what a handmade wrap needs to demonstrate.
- Which standard applies to a stretchy wrap?
- EN 13209-2 covers soft carriers, and the test regime addresses the fabric's elongation as well as the fastening.
