Who has to appoint one

Operators and traders placing the listed commodities or products made from them on the EU market, including furniture, paper, chocolate, leather goods and tyres.

Thresholds and exemptions

Small and medium operators have simplified duties and later deadlines, but the products remain in scope.

What must appear on the label

No physical label. What is required is a due diligence statement lodged in the EU information system, with its reference number passed down the chain.

Customs checks the due diligence statement reference at import.

Documentation you must hold

Due diligence statement, geolocation coordinates of every plot of land where the commodity was produced, evidence of legality under the country of production, and the risk assessment and mitigation records.

Standards and testing

No product testing. Verification is documentary and geospatial.

Language requirements

Statements are submitted in the system's languages; supporting evidence should be translatable on request.

When it applies

Applies from 30 December 2025 for large and medium operators and 30 June 2026 for micro and small enterprises, subject to the postponements adopted by the co-legislators.

How long records are kept

5 years for the due diligence records.

What happens if you do not comply

Fines of at least 4% of EU turnover, confiscation of the products and of the revenues, and temporary exclusion from public procurement.

Who enforces it

National competent authorities and customs.

Where the boundary lies

Wooden goods can sit in two regimes at once: EUDR for the origin of the wood, and GPSR or the Toy Safety Directive for the safety of the finished article.

Questions we are asked

We import finished furniture, not timber — are we in scope?
Yes. Furniture made from wood is in Annex I, and the geolocation duty runs back to the plot where the tree grew.
